<p>I think up until 2015 Quagga never had support for isisd. I
think even Mikrotik RouterOS also never had any isis
implementation in their code....<br>

The IS-IS code in Quagga/Zebra is still largely experimental. I'd
not touch it.<br>

However, there are volunteers willing to spend time fixing it if
they get donations to do so.<br>
